So what can the jockeys do if THEY are dissatisfied?

Exactly what they are threatening to do! Withhold their labour.

All trades union work on the original Marxian principle that they own their labour.

It is all they own.

and...

It is theirs to withdraw.

Where's the problem?

In this specific case, we're dealing with a stupid new rule that cannot be obeyed to the letter in the time sequence the jockeys have at their disposal. They are making split second decisions and yet they are being asked to count the whip strokes(???)
