Tasmania is moving to bring the three racing codes under the control of a single board which will also control the state's totalisator.

Racing Minister Michael Aird will introduce the enabling legislation into the state's parliament on Tuesday.

"It will position the industry to overcome the inter-code rivalry that has constrained commercial development for decades and help pursue a clear and unified vision," Mr Aird said.

The three separate councils governing thoroughbred, harness and greyhound racing would be abolished, he said.

Their existing powers and functions would be transferred to the new seven-member Tasmanian Racing Board and the state's director of racing, he said.

Under the law, the new board will take over the powers and functions of TOTE Tasmania.

An Integrity Assurance Board would also be created to adjudicate appeals arising from the statutory decisions of the director of racing, he said.

The government wants the new Tasmanian Racing Board to become a state-owned company, he said.

If approved by parliament, the new racing governance reforms will be effective from January 1, 2009.
