The stewards' report on Tuesday's Melbourne Cup:

Prior to the running of Race 1, Mr C Waller notified Stewards that it was his stable’s intention to have Hawkspur ridden in a more forward position today.  Hawkspur was ridden accordingly.

Mount Athos (IRE) raced wide without cover in the early stages before gaining cover turning out of the straight and Mourayan (IRE) raced wide without cover in the early and middle stages.

Passing the 2000m Verema broke down severely in its near foreleg and as a result, Voleuse de Coeurs (IRE) and Royal Empire (IRE) which were racing on its inside were hampered and Ethiopia,  Sea Moon and Foreteller, which were following were also hampered in consequence.

Ethiopia raced wide without cover from the 1200m.

A post-race veterinary examination of Green Moon (IRE) which performed poorly, revealed the horse to be lame in the near foreleg.  Trainer Mr R Hickmott was notified that prior to Green Moon (IRE) racing again, a veterinary certificate must be produced.

A post-race veterinary examination of Sea Moon revealed no abnormalities.

The Club’s veterinary surgeon reported that Brown Panther (GB) had sustained a severe laceration to the near foreleg during the running of the race.                                                                                                                                                                                                                                   

C Munce reported at the scales that Dear Demi failed to stay the 3200m.

J Cassidy (Hawkspur) reported that his mount failed to stay the 3200m.

R McLeod, rider of Ethiopia, pleaded guilty to a charge of careless riding, the careless riding being that passing the 600m on the first occasion, he permitted his mount to shift in when not fully clear of Sea Moon, which was checked off the heels of Ethiopia.  R McLeod had his licence to ride in races suspended for a period to commence at midnight on Thursday, 7thNovember until Friday, 15th November 2013, a total of 10 race meetings (2 metro/8 provincial).  In arriving at penalty, Stewards took into account his guilty plea and that the interference was in the low range, however also that this was a Group 1 race and R McLeod’s poor record in this area.

R Kingscote (Brown Panther (GB)) was fined $500 under AR137A(5)(a)(ii) for using his whip in a forehand manner on six occasions prior to the 100m, which is one more than is permitted.

G Mosse (Red Cadeaux (GB)), 2nd placegetter, was fined $1,000 under AR137A(5)(a)(ii) for using his whip in a forehand manner on nine occasions prior to the 100m, which is four more than is permitted.

B Prebble (Green Moon (IRE)) was fined $700 under AR137A(5)(a)(ii) for using his whip in a forehand manner on ten occasions prior to the 100m, which is five more than is permitted.  B Prebble was fined an additional $300 for using his whip consecutively on two of those occasions under AR137A(5)(a)(i).

Stewards received reports from Monjon Security that both Dunaden (FR) and Tres Blue (IRE) had received some forms of medication on race morning.  After considering evidence from the respective connections, and the evidence tendered by RV Head Veterinary Surgeon Mr B Stewart, Stewards were satisfied with the knowledge of the substances that were used, namely Flamazine (anti-biotic cream/Tres Blue (IRE)) and the other being an anti-ulcer treatment given orally to Dunaden (FR), that they did not contain any prohibited substances and exercised their discretion under the Rules to allow both horses to take their place in the field.  Swab samples were taken from both horses and the matters were adjourned to a date to be fixed.
