It says: Moody said the industry should be charging corporate bookmakers a fee based solely on their turnover and that the Racing Victoria Ltd board's decision to chose a tax model that blends a turnover and gross profits model could result in Black Caviar's fabulous winning sequence reducing gambling revenue for Victorian racing.

''Corporate bookmakers have been losing on Black Caviar for a while now and it just bamboozles me how they can allow that to affect the money flow back into the industry,'' Moody said. ''I cannot comprehend why we don't just tax them on turnover. It is the greatest no-brainer of all time. Tax them on turnover and be certain that the industry is getting part of the action rather than rely on the bookies to win.''
