The Corey Whip Tap...Who first raised the issue?

I'm just wondering...Who first raised that little matter of Corey Brown tapping Shocking with the whip after winning the Melbourne Cup? Was it the stewards or the RSPCA?Now that gets rid of some of the superstar jockeys...Cox Plate-winning jockey Glen Boss, Caulfield Cup hero Brad Rawiller and Mark Zahra were all suspended during Thursday's Crown Oaks meeting.

I'm just wondering...Who first raised that little matter of Corey Brown tapping Shocking with the whip after winning the Melbourne Cup? Was it the stewards or the RSPCA?
