Both Rob Hines and the Racing Minister Rob Hulls are not emerging from the jumps crisis with their reputations boosted. Hines is being seen by some as a lackey for Hulls, and the minister is being seen as a one-eyed anti-jumps crusader who won't listen to reasonable calls for calm.
