Japan has been absent from the last three Melbourne Cups following Australiua's equine influenza outbreak. The Feds have now completed a review of the paperwork relating to three new pre-export quarantine facilities in Japan. Australian Quarantine and Inspection Service experts are scheduled to travel to Japan to inspect the facilities in the next 10 to 14 days but any delay is going to sink the hopes of Japanese runners this year.
